What Paperwork Do You Need?

Proof Of Ownership
In addition to a VIN-specific bill of sale, you also need a PA or out-of-state salvage certificate. Keep in mind that a NY form MV-907A is not acceptable proof of ownership in PA!

Valid ID
A current PA photo ID or Driver's license is the only acceptable form of identification that can be used.

Proof of insurance
A current insurance ID card, which has at least one car title holder listed as a policyholder on the card.

Receipts for parts purchased
Save all receipts from work done or parts purchased to bring the car to passable condition.

Enhanced Inspection

What is it?

The state of Pennsylvania specifies three cases in which a vehicle is subject to the enhanced inspection requirement:

Salvage vehicles (totaled in an accident, involved in a theft, damaged in a storm, or abandoned) to be re-titled for road use
Previous salvage vehicles which have been reconstructed in another state and are being transferred into PA
A modified or custom build vehicle

To obtain a title for these types of vehicles, they must first be inspected to verify that they meet all PA equipment requirements for the applicable class of vehicle.
